Full Description:

Course Aim:

This course is designed to provide the underpinning knowledge and training with regard to legislation and the roles and responsibilities of those appointed to act as terminal representatives at port facilities involved in the loading and unloading of dry bulk cargoes.
Course attendees should have a basic knowledge of the the principles and practices of bulk cargo transfer operations in ports and terminals.
The course is set out to meet the training needs of terminal representatives as required by the BLU Code (Safe Loading and Unloading of Bulk Cargoes), in accordance with the requirements of SI No. 347 of 2003 - European Communities (Safe Loading and Unloading of Bulk Carriers) Regulations 2003.

Background:

SI No 347 gives effect to international legislation aimed at reducing the number of bulk carriers losses at sea. The legislation applies to all port facilities handling such ships and cargoes, with a few limited exceptions.

Course Objectives:

On completion of the course the learners will:
1. Know the general background of the dry bulk shipping industry.
2. Know the hazards associated with handling solid bulk cargoes, and know where to find and assess the necessary information.
3. Be able to describe typical terminal operating characteristics of both bulk terminals and bulk carriers.
4. Understand the obligation to load/unload bulk carriers safely.
5. Understand the requirements of the BLU code and guidelines recommended in the BLU Manual regarding the role of master and terminal representative.
6. Be able to assess ship and terminal suitability and maintain ship/shore communications
7. Be able to carry carrying out cargo loading /unloading operations safely.
8. Be able to implement safe working procedures during dry bulk cargo handling operations; understand the basic principles of safe mooring .
9. Be able to implement relevant environmental protection and emergency response measures.
10. Have a basic understanding of the key commercial, legal, statutory and security requirements applicable to bulk terminal operations.
11. Be able to carry out the functions of the terminal representative in accordance with the requirements of the BLU Code and relevant EU legislation.
